Cuba solved the numbers station's oldest problem

Every numbers station has the same weakness, and it is not the cryptography.
It is that somewhere, a person is copying digits by ear, off a fading shortwave signal, probably at night, probably in a hurry. With a one-time pad, a single digit written down wrong does not produce a slightly garbled message — it produces nothing at all from that point on.
Cuba's DGI appears to have taken that seriously. Since 2012 its main station has been HM01, and it is a hybrid. Voice for the call-up, data for the message
A transmission alternates two things. Spoken five-figure groups, in the same style as the older Cuban voice station V02a — and bursts of digital data using RDFT, a redundant digital file transfer mode borrowed from amateur radio, which is what the older SK01 station used.
The division of labour is neat. The spoken part is the call-up: it tells a recipient that the following traffic is theirs, and a human can recognise it through noise that would defeat a modem. The digital part carries the message: far more data than anyone could copy by hand, compressed, and with enough redundancy built in to survive a fade and still decode correctly.
You get the addressing reliability of a voice and the payload capacity and error resistance of a file. It is a genuinely sensible piece of engineering. The station that talks over itself
HM01 broadcasts on 5855 kHz among others, and shares transmitter sites with Radio Havana Cuba, the country's international broadcaster.
The result is one of the most quietly comic facts in the field: it is not unusual for Radio Havana Cuba to be heard, unintentionally, on HM01's frequencies — and for HM01 to turn up on the broadcaster's. Somebody patches the wrong feed, and a covert intelligence channel briefly carries a music programme.
It is a useful reminder that these are not mythical objects. They are transmitter halls with operators, shift patterns and patch panels, and the same failure modes as any other broadcast facility. Hearing it
Overnight from Europe, better from receivers in North America or the Caribbean. You will hear Spanish digits, then an abrupt burst of what sounds like a modem, then digits again.
The digits are as unbreakable as they ever were — the one-time pad does not care whether it travels by voice or by file. What changed is that the recipient is much less likely to ruin it by mishearing a five.
