The county where Wi-Fi is against the law

There is a place in West Virginia where you cannot install a Wi-Fi router, and the reason is a telescope.

The Green Bank Observatory sits at the centre of the National Radio Quiet Zone, a 13,000-square-mile area created by the US government in 1958 to keep the radio spectrum around it clean. Why the quiet is not optional

A radio telescope is trying to detect signals from sources that are, in the most literal sense, astronomically far away. The power arriving is measured in units where a mobile phone on the Moon would be one of the brighter objects in the sky.

There is no clever filter that recovers a source that faint from underneath a Wi-Fi router in the next valley. Once the noise is there, the observation is gone.

So the only defence available is that the router is not there. And that has to be arranged by law, because physics will not do it for you. Three rings

The outer zone covers 13,000 square miles across West Virginia and Virginia, and its rules are narrower than people imagine: new fixed transmitters — broadcast towers, mobile masts — must be coordinated with the observatory before they go up. Your car radio works fine.

Inside that sits a state-level zone about ten miles across with tighter rules, and inside that, the couple of miles nearest the dishes, where it gets serious: no Wi-Fi, no microwave ovens in observatory housing, and staff who drive around with directional receivers hunting for the one faulty appliance ruining somebody's night of observing. The village has landlines, wired internet, and shops that sell radios you would recognise from 1985. Children do homework on wired connections. It attracted, for a while, a small population of people who believe themselves sensitive to electromagnetic fields, which the observatory has always been careful not to endorse.

Recently the observatory worked with a local school to allow certain Wi-Fi equipment, carefully specified, for the first time — an acknowledgement that a community cannot be frozen in 1958 indefinitely. Why it is getting harder

The zone protects against transmitters on the ground. It cannot do anything about transmitters overhead, and there are now tens of thousands of satellites where there used to be hundreds.

You cannot draw a quiet zone around the sky. Radio astronomers have been saying so with increasing urgency, and it is the one part of the problem the 1958 solution was never designed to reach.

Green Bank is also where a good deal of SETI observation happens — the search that produced, among other things, the long argument over a single 72-second signal in 1977. Protecting that kind of listening is what the whole apparatus is for.
