The ocean used to fall silent twice an hour

Look at a clock from a ship's radio room and you will find something no other clock has: two red wedges, each three minutes wide, at quarter past and quarter to the hour.

They mark the silent periods. Twice an hour, every ship at sea carrying a radio officer stopped transmitting on 500 kHz and listened. Why a whole ocean would shut up

Because a distress call is, by definition, made by a station in trouble — possibly damaged, possibly on emergency power, possibly with a broken antenna and a frightened operator.

Such a signal is weak. On a busy frequency it would simply be walked over by stronger stations doing routine business, and nobody would ever know.

So the rule was: for six minutes in every sixty, the frequency belongs to whoever needs it. It is a beautifully simple piece of engineering that requires no equipment at all — only agreement, and the discipline to keep it. How it became compulsory

Titanic, in 1912, is the reason. Nearby ships had radio, but no requirement to keep anyone listening on it, and the closest one had shut down for the night.

The international response was to make a continuous listening watch mandatory, fix 500 kHz as the distress frequency, and later add the silent periods so that weak calls had room. Almost the entire architecture of maritime safety radio is a response to that one night. And how it ended

On 1 February 1999 the Global Maritime Distress and Safety System came fully into force, and the requirement to watch 500 kHz was withdrawn.

GMDSS is better. It uses satellites and Digital Selective Calling; a distress alert is sent by pressing a button and is routed automatically, with the ship's position attached. It does not depend on anybody hearing anything, and it works when the operator is unconscious.

Nobody sensible argues for going back. What went with it

Still: a system in which the requirement was that a human being sat and listened, and in which the entire ocean periodically fell quiet so that the weakest voice could be heard, is not a bad thing to have existed.

500 kHz is largely quiet now. A few countries have released a sliver of spectrum near it for amateur experimentation, so there is still occasional Morse down there. Not distress traffic. Just people keeping a frequency warm.
